I was unavoidably detained for the rollcall vote on the motion to invoke cloture on the motion to proceed to S. 2038, the Stop Trading on Congressional Knowledge, STOCK, Act. Had I been present, I would have voted ``yea'' on the motion to invoke cloture. I cosponsored the STOCK Act on December 14, 2011.
