I think that would be extremely unfortunate, and that does not really complete the task. And I think the task needs to be completed. Now, of course, a phase 3 would require support from Democratic colleagues, because of the filibuster rule…

I think we should come together and I think that can occur, but that will require Democratic cooperation.
