I yield to the gentleman from North Carolina. Mr. McHENRY. What I am highlighting is the fact that, in one section of the bill, you have the study to say whether or not using Social Security numbers is good or bad. I think that is good. That was laudable. The problem is, in another part of the bill, you mandate immediately that they need the fullness of the Social Security numbers in order for the data to be included. That is what I am highlighting, and that is one of the rubs that I have with the bill.
