Mr. Chairman, I believe my amendment is germane. It narrows the scope of the bill. I ask for the ruling of the Chair, please. The Acting CHAIR. The gentleman from Georgia makes a point of order that the amendment offered by the gentleman from New Jersey is not germane. Clause 7 of rule XVI, the germaneness rule, provides that no proposition on a subject different from that under consideration shall be admitted under the color of amendment. The bill prohibits the drawdown of petroleum products in the Strategic Petroleum Reserve until the Secretary of Energy has developed a plan to increase the percentage of certain Federal lands leased for oil and gas production. The amendment would have the effect of narrowing the application of the bill by excluding specific entities. The Chair finds that the amendment is within the subject matter of the underlying bill. It is, therefore, germane. The point of order is overruled.
