I agree with this provision since Section 312 currently applies no time constraint for the Secretary to render a declaration.
the critical elements of Rep. Runyan's approach on catch shares that are absolutely necessary are to provide eligible fishermen with a petition and a final referendum on how they want to develop their fishery.
It is important to note here this widespread opposition is not against the policy but rather, how it is being implemented.
They are not going to willy nilly let somebody from the top down shove catch shares down their throat.
Believe me, those of us who were raised in northern Arizona are sensitive to environmental concerns.
