As was stated before that China is overtaking the U.S. in many of the biotech and research aspects, would it not seem that the money and resources needed to relocate could be better used in continued research?
I am going to keep my questions focused on one topic, which is the Coastal Barrier Resource Act, also known as COBRA.
Is the U.S. Fish and Wildlife Service able to still bring enforcement actions against companies that incidentally kill birds?
COBRA prohibits all Federal expenditures on units of the coastal barrier resource system, except for a few clearly defined exceptions, which are found in section 6 of the statute.
In a perverse way, COBRA has the potential to have the opposite effect of its goal in this case.
In 2016, however, the Service, under the previous administration--this, again, was the previous administration-- inexplicably reversed this exception and concluded that sand from Hereford Inlet could no longer be used for beach nourishment at Stone Harbor.
I believe the issue is that at certain points in people's lives, they need benefits in order to move on to the next point of their life.
The proposed changes would make it harder for individuals facing food insecurity to have the resources they need to purchase healthy food.
Catch rates of some commercially and recreationally important fish species are known to decrease substantially in the wake of seismic air gun blasting for oil and gas.
