I think that the problem here is the way the gentleman has identified it. In other words, we have the tremendous outpouring from the American people that we should have campaign finance reform and that we should cut back on the amount of money that we spend in politics. But the Republican leadership, I think the gentleman rightly said, is so used to accumulating all of this money and basically relying on it when they run, that they cannot conceive of a situation where we actually cut back on the amount of money that is spent. It is true, I think all of us have said that we know that there are Republican colleagues that would like to see a good campaign finance reform bill come to the floor and would probably be willing to vote for it. But so few of them are willing to stand up to the leadership. The leadership tells them, 'Look, we want you to support us and we want you to vote for this sham bill,' and not enough of them are willing to come forward and essentially defy the leadership on this issue.
