the attacks by terrorists yesterday against the United States shocked this Nation, but let it be known to those responsible that we will track them down and punish them. This Nation will respond and this Congress will stand united with our President to ensure those responsible are held accountable for their actions. Any nation that supports or harbors these terrorists should be retaliated against by the United States to the full extent of our military capabilities. Mr. Speaker, today, as heroic men and women in New York and Washington continue to search for victims, we pray for the families and friends of those who have lost loved ones and those who still wait to receive word on the missing. Yesterday, after witnessing the horrors at the World Trade Center and the Pentagon, citizens of this great Nation demonstrated their courage and their willingness to help their neighbors in need. In my home State of New Jersey and in my district, thousands of residents came forward and contributed blood for the victims of the World Trade Center.
