our cause is just. Our objectives are reasonable. President Clinton has thus far insisted that Kosovo be granted substantial autonomy within the borders of Yugoslavia. We should be prepared to do whatever is necessary to prevail, to stop the killing and the rapes and the expulsions, to reverse ethnic cleansing. We must stand up for what is right. I hope my colleagues will agree and will join me in supporting this legislation. Mr. President, I plan to vote against the motion to table the Resolution. I believe the Senate has the right and the responsibility to clearly address this issue. And I hope that this Senate, given the opportunity to vote on the Resolution, will rise to the occasion and clearly authorize the President to do what it takes, together with our NATO allies, to prevail over the Milosevic regime, to stop the killing in Kosovo and help bring peace and stability to a troubled region of Europe. I yield the floor.
