It is obvious that the Chemical Weapons Convention will ban an entire class of weapons of mass destruction. It prohibits the full spectrum of activities associated with the offensive use of chemical weapons, including development, production, acquisition, stockpiling, and assistance to anyone engaging in these activities. It requires that the destruction of chemical weapons begin within 1 year and it be completed within 10 years. Mr. President, there is no doubt in my mind that the United States should join a treaty we helped to shape and which enhances our security. I am going to vote for it. Now, with the Chemical Weapons Convention and our leadership, other nations will follow the lead that we set years ago by giving up chemical weapons. Rogue nations and terrorist countries will have a harder time acquiring or making chemical weapons, and new tools will be available to prevent and punish them if they try. That is a noble goal.
