we are talking about a proposal that has no funding for it. You reach into the 920 barrel and there is nothing there, you can't come up with any money. But in the process, the Senator from Pennsylvania did acknowledge that the President's budget is way off line because now we are talking about $1.5 billion; whereas, otherwise, it is $500 million less. So while this bill is imperfect we do want to see Amtrak supported, and I hope that we will be able to resolve it in the appropriations process to get it to where it needs to be. But this amendment is not going to do it. It is half a loaf and, at this point, we have little choice. The PRESIDING OFFICER. The time of the Senator has expired.
