I thank Mr. Clyburn. As in the past, the Congressional Black Caucus will work to continue to reduce the epidemic of poverty in this country. When over 45 million Americans live below the poverty line, we are failing as a nation. As Congressman Butterfield said earlier this month, the CBC will advocate the Clyburn 10-20-30 plan, which redirects at least 10 percent of an agency's grants in its discretionary budget to communities where at least 20 percent of the population has lived below the poverty line for the past 30 years. These are the issues that we will continue to work on as members of the Congressional Black Caucus. It is now my honor to yield to the gentleman from New York (Mr. Rangel), one of my mentors since before I arrived in Congress, a former friend of my father's and a great colleague.
