Let us take the Congo. In the Congo I have spoken to heads of State just a day or two ago, the main belligerents, that is what they are called, the aggressors, they are waiting for the U.N. The reason there is a skirmish here and a skirmish there is because of the vacuum created by the lack of, as there are, retreating troops. So I would say to the gentleman that I think he is lumping together three or four places under one wand. I think that is a mistake, because they are all very different. And I do believe that we can have the peace without the conflict of war in some of these places, therefore even saving casualties from those regional powers. So I would urge the gentleman, as I yield back to him, if there could be a rethinking of this issue, we would appreciate it.
