it is my intent that none of the $25 million in this amendment that comes from the Economic Support Fund will come out of Economic Support Fund assistance to countries and programs in the Middle East or ESF-funded programs that support Afro-Colombians or ESF-funded programs for Sudan, Liberia, and Congo, ESF funds that are to be channeled towards the Trans-Saharan Counter Terrorism Initiative, or ESF funds that are for democratic assistance programs. So I wanted to make that clear so that we know exactly where these funds come from.
