Mr. Chairman, as I have indicated, the Development Fund for Africa, which is the prime fund, USAID, elections, funds for democracy, building, funds for IRI, International Republican Institute, NDI, the National Democratic Institute, organizations which promote the various types of democratic building programs in the world, in Africa, are the main part of the main ingredients of why this development fund is so important. It goes to stability. We have gone in and said democracy is what we should be doing. Most of the countries have actually said we want to try democracy. There has been elections also in Tanzania and elections in Uganda and elections in Kenya. All of them improved over their previous elections. So they are striving to a more perfect election process. At this time, for us to reduce the amount of funds that are available in the DFA I think is a step backwards.
