In light of these troubling facts, we have taken steps in this legislation to transform PEPFAR from an emergency response to a sustainable program by expanding the program beyond a series of medical interventions. For example, the committee incorporated the provision that I discussed earlier about food security into the legislation in order to address the nutritional needs of HIV patients, their families, and communities heavily affected by the disease. Lack of food and nutrition support has been, up to now, a major impediment to the adherence of HIV/AIDS treatment regimens. H.R. 5501 also contains provisions to build and strengthen health systems in developing countries. The committee has given the Office of Global AIDS Coordinator the flexibility to do prevention, care and treatment programs tailored to the characteristics of the epidemic in the country in which they are operating by eliminating cumbersome earmarks that the GAO said were ineffective. Finally, the bill authorizes significant funds, $50 billion over the next 5 years, in order to accomplish the goals of the bill. I urge the House to pass this legislation.
