I was sorry to hear a few moments ago the gentleman from Florida say this is not about the defense of our country. It is about the defense of the young men and young women in uniform, those who are on the firing line, those who are nearing battle, those who may be called upon unless we have a weapons system that slows down or stops the enemy. The question is asked by my friend from California, who wants it? The young men and young women on the ground want it. Talk to the young soldiers who saw the bombardment and what the F-117's did to help them win in the Persian Gulf war. Mr. Chairman, this is an important decision. It is not something we should take lightly. We should also be very careful in what we do this evening and not do something against the interest of America. Often, historically, this Congress has done that. We should not step into that hole once begin. It is rather interesting that the replay of something back in 1925, a courageous Brigadier General by the name of Billy Mitchell spoke openly and forcefully for a bomber force. And here we are again, in 1997, saying the same thing, only with a more sophisticated bomber force that has stealth, that has long range, that can save American lives.
