my wife was sandbagging in 1993 in my home town of Lexington. I point out that my home is on the Missouri River and, throughout my lifetime, I have seen the problems of the rising of the spring floods. And I want to commend the gentleman for this amendment. I also wish to point out that had the master manual plan gone into effect, it would have been devastating for all of us, particularly for agriculture in the State of Missouri. The gentleman who has heard us in the Corps of Engineers, and I wish to pay tribute to him, Colonel Mike Thuss, has done a remarkable job of listening and hopefully his recommendations will be along the line that will be suitable for all of Missouri for agriculture and for those downstream people who depend so much upon the natural flow of this river. I thank the gentleman, and I support the amendment.
