“first of all, to the gentleman from New York (Mr. King), chairman of the subcommittee, it is an honor to work with him. He understands the depth of concern of the American people. He understands the depth of concern of our first responders, police and firefighters, EMS. And understanding their day-to-day situation in the face of terror, he fashioned legislation; and I am glad he made me part of it. These are difficult times. The last chapter of the 9/11 Commission report, Mr. Chairman, is not just by coincidence. The subtitles of the sections in that final chapter, chapter 13, ``Unity of Effort.'' Across the foreign/domestic divide, unity of effort, as far as the intelligence community is concerned, the sharing of information. The unity of effort in the Congress, section 13.4. It was not just a coincidence that the 9/11 report finished with that unity. If there is anything that has brought us together, it is this tragedy.
