I have concluded that this president can and should continue in office for the remainder of his elected term. In this famous passage in the Federalist 65, Alexander Hamilton, who has been quoted many times today, who founded the town I am from, Patterson, New Jersey, I am a patriot, too, Hamilton stated that a partisan impeachment ``threatened to agitate the passions of the whole community . . . to divide it into parties . . . to connect itself with preexisting factions . . . and to enlist their animosities, their partialities, their influence and interest.'' Ironically, our colleague on the other side, the gentleman from Georgia (Mr. Linder) echoed Hamilton's warnings a few months ago when he said, and please remember what he said, one party cannot impeach the other party's president. He said it, Members heard it. I ask them not to do what they are going to do.
