a one-year ban is a reasonable and just response to the countries that have defied international law and compromised the security of our own Nation. As to the issue of the World Trade Organization, all I can say is that we do not represent the World Trade Organization. We represent the American people. They want action. They do not want consultation, they do not want negotiation, they do not want litigation. They want jobs. And that is what we are here to uphold, and that is what we should be standing for today. Everybody should be voting yes on this resolution. Members of this body did not take an oath to uphold and protect GATT; we took an oath to uphold and protect the Constitution of the United States. Do it! And the Constitution says that Congress shall have the power and authority to regulate commerce with foreign nations--not the WTO. Finally, the President took an oath to uphold and enforce the laws of the United States--not the WTO. That's what we're asking the President to do: uphold the trade laws of the United States.
