I voted on October 10 to support the President. That does not make me any better of an American than those who voted not to support the resolution; and until we understand that, we do not really understand the impact of the Constitution. I carry this document with me at all times, and I would suggest that to come to this floor and to challenge those people who may disagree, who may protest, this is what changes us from the other guys, the bad guys. I had to put that in there. I hope my colleague does not mind. Sometimes I fear that we do lose focus, Madam Speaker. Even as our national alert system is ablaze in Code Orange, our Armed Forces are fighting thousands of miles away. I just returned this last month. I was there in central Asia and in Kuwait. Far too much of our time has been spent on the rigid, uncompromising domestic proposals that have been sent to us time and time again.
