On March 30th, I was unavoidably detained and missed three rollcall votes. Had I been present, I would have voted ``yea'' on rollcall vote #202 on agreeing to the Norton Amendment in the Nature of a Substitute. Had I been present I would have voted ``yea'' on rollcall vote #203, on the Motion to Recommit H.R. 471 With Instructions. And finally, had I been present, I would have voted an emphatic ``nay'' on rollcall vote #204, on passage of H.R. 471, the ``Scholarships for Opportunity and Results Act.'' ____________________
