You do need to establish an investigative process for these cases that do not result in criminal conviction.
I do think that it's pretty convenient that none of them were able to appear today, and it says something about their level of commitment.
I think you should, instead of waiting for people to call you with concerns, should affirmatively reach out to your customers.
This really does warrant a thorough investigation, because these timeframes, the reporting requirements, the questions that have been raised.
