It is neutral on that. I think the Senator knows full well what happened in the House of Representatives the other day. But as of now, it would be considered as it has traditionally been considered, a majority vote. However, I would simply say that if something like that were offered under the budget rules, a point of order could be raised if we do not pay for it.
