The basic situation that confronts us is that the Kyl amendment, regardless of how well-intentioned, could not possibly be offered at a worse time, as it would adversely affect the nuclear test ban treaty that, right now, is being negotiated in very tense, tedious negotiations in Geneva. The nations of the world have set June 28, which is Friday, as the deadline to come to some kind of an understanding.
