I want to emphasize that. But I still say that we are going way too far. I think that is such a reasonable amendment that I cannot imagine it not being endorsed and accepted by the Senate as a whole. In closing, I urge my colleagues to join me in saying ``no'' to some of these wasteful increases to the Pentagon's request. They are unwise and they are unaffordable in the budget climate that we find ourselves in. I urge all to vote ``yes'' on this amendment.
