I wanted to discuss the merits of the transition act, because there are many. But instead, as I listened to the conversation on the floor this afternoon about welfare and about the eventual outcome of the program and whether or not it would be eliminated, I thought about a letter which I received just this afternoon about 2 hours ago from the largest farm organization in my State, Nebraska; as a matter of fact, the largest farm organization in America: the Farm Bureau. I thought the gentleman who authored the letter made some very thoughtful, informative remarks about some questions and some concerns that many Members of this body have had.
