Mr. Chairman, as more families have both parents working, families are making painful choices; either work, or risk their jobs and the income the family needs. H.R. 2391 is an attempt to ease this burden on families. It'll allow the employer to voluntarily offer, and for the employee to voluntarily accept, comp time instead of overtime. But, those who apparently support Government intrusion are opposing this legislation. They believe employers and employees should be forced to take comp time. H.R. 2391 does not force employers or employees to offer or accept comp time. It requires that any unused comp time must be made up with overtime pay. And, it maintains the 40-hour workweek. H.R. 2391 is a win-win for America's families. The House should pass this bill.
