I'm not sure, Mr. Speaker, when that decision was made for Congress to abrogate its responsibility, but it's a weasel way out. We should be looking at every dollar every year, because that's our responsibility. Our debt and the liberals' insatiable appetite for perpetual government spending increases are sending America into a tailspin.…”
