Thank you, Mr. Chairman. House Republicans fulfilled our pledge to Americans by including no earmarks--no earmarks--in the 2011 and 2012 spending bills. This is a huge success. After years of status quo pork-barrel spending, Republicans have changed the culture of spending in America. There's much work to do, but this bill takes us in the right direction. That's why I'm urging my colleagues to support this rule and the underlying bill.
