I will urge my colleagues on this side of the aisle to vote ``no'' on the rule and ``no'' on this bill, and I believe that my colleagues and I will be able to explain why. They talked about what the economy was like when President Obama took office, and they blame everything on our former President Bush. But they failed to mention ever, ever, ever that they were in charge of the Congress the last 2 years of President Bush's administration, and they were the ones in charge of what was happening in terms of spending money and why our economy was in such an unfortunate situation. It's very easy to blame President Bush because he was President, but they were in charge of the Congress. Mr. Speaker, it's unfortunate that I, again, find myself before this body amazed by the stunning arrogance of the liberal Democrats responsible for bringing this rule before us today which provides for consideration of H.R. 5297, the Small Business Lending Act, and accompanying legislation, H.R. 5486, a bill intended to offset the immense cost of H.R. 5297.
