Mr. Speaker, as I often do when I'm handling a rule, I have to make sure that the public understands the facts. It's my understanding that the amendment that the gentleman spoke of that was adopted in the committee and then presented in the way that it was presented for this bill was not germane. I need to point out to the public that it was not the majority, it wasn't the Republicans, who decided the amendment wasn't germane. It is our Parliamentarians, who are nonpartisan.
