The rule before us today allows us to proceed to the general debate of a bill that encompasses three major appropriation measures. I want to thank the conferees for their work on this agreement. As we move forward with the debate, we must keep in mind the dire fiscal situation that our country is in, and we must continue to work in a fiscally responsible manner.
