I want to thank my colleague from Texas for yielding to me, and I want to respond to our colleague from California. I am not afraid of a program. I am afraid, as my colleague from Texas has indicated, of the executive branch continuing to overstep its bounds and develop programs that have no authorization and do the things that it has no business doing without authorization from Congress. I find it interesting that my colleague would bring up the fact that we went to war without authorization. I believe that was his President who did that, and I voted resoundingly not to do that. I also want to sympathize with my colleague from California. I am certainly doing my best to lose weight, too. I think it is a struggle that most of us, particularly in this body, have. But I can tell you that I am not looking to the Department of Agriculture to give me my nutrition information. I know how to find that nutrition information, and I think most Americans know how to do that, and we don't need a special program in the Department of Agriculture to do that. We have got to commit to bringing government spending under control, and we are going to do everything that we can. While no money will be cut from the appropriations by this amendment, it removes a program that is not authorized that gives part of the Department of Agriculture an argument for why they need money.…
