Over $1 billion in Federal grants have been wasted on poorly functioning State ObamaCare exchanges, including a reported $655 million for three exchanges that have been completely shut down. These failed Web sites fit into a long line of government information technology projects that are over budget and underperforming. Repeated attempts to build an electronic system that would allow the Defense Department and the VA to share medical records have failed, despite billions spent. This is a significant contributing factor to many of the VA's problems. Mr. Speaker, it is increasingly clear that the government is simply unable to procure IT products at a reasonable cost. With the Internet's growing role in nearly all commerce and communication, this is yet another reason to stop expanding the reach of the bureaucracy and return our government to its constitutionally defined limits. ____________________
