Madam Chair, a failed process is when you're in control of the House, the Senate, and the Presidency and you do nothing to fix the situation. We offered our colleagues on the other side of the aisle for the opportunity to offer amendments; they walked out of the meeting. Their substitute does not fix the situation in the way that they say they want it fixed. Madam Chairman, we have allowed them to offer amendments; they walked away. We've given them extra time today to discuss their substitute. Even their substitute does not take care of the problem. I yield back the balance of my time.
