I have to say that I would challenge my colleagues on the other side of the aisle in terms of whether we recognize poor people or not. Some of us probably grew up poorer than anybody on the other side of the aisle. I am one of those people. I have great empathy for people who are poor, but I am so pleased that we live in the greatest country in the world in which we have the opportunities to overcome poverty because of the great opportunities that are given to us in the country. With that, Mr. Speaker, in the spirit of comity and goodness, I yield the 3 minutes that is requested of me to the gentleman from Massachusetts (Mr. McGovern). The SPEAKER pro tempore. If we defeat the previous question, I will offer an amendment to the rule that will allow the House to vote on the Senate's clean continuing resolution so that we can send it to the President for his signature today and end this government shutdown.
