Mr. Speaker, I stand here very troubled with the legislation the Democrats in charge have chosen to bring forward today. While the goal of having good water quality in our Nation's estuaries indeed has its merits, I'm distraught that we are not debating something today which will address the dire challenges that are keeping my constituents up every night wondering how they will continue to feed their children and find work. I'm concerned that this legislation does not reflect the economic challenges confronting our Nation. Our national debt stands at $12.8 trillion and is growing every day; yet this bill increases funding levels for the National Estuary Program under the EPA to $50 million per year, a 43 percent increase. Actions speak louder than words, Mr. Speaker, and this action suggests the Democrats in charge, at best, are in denial or, at worst, are simply indifferent to the economic situation our country is facing. At a time of record budget deficits, it's crucial that we hold the line on spending.
