The rule provides each with 1 hour of debate, equally divided and controlled by the chairman and ranking member of the Committee on Energy and Commerce, or their designees. Additionally, the rule provides each a motion to recommit. Additionally, the rule provides for consideration of H.R. 1048 under a structured rule.
