I appreciate my colleague reading the letter that he read. But as he well knows, that letter was written before the manager's amendment came out, and the manager's amendment actually corrects what the letter was talking about. We are making the system better. Current law allows the Governor of the State to designate local areas in consultation, and our colleagues are advocating to keep the status quo. My amendment makes it a better situation, and I appreciate his acknowledging that the manager's amendment does do that. I reserve the balance of my time.
