The gentleman is correct; deans and assistant deans and others at colleges and universities have that authority right now. They've had it since the beginning of the creation of institutions of higher education, and we don't need the Federal Government meddling in places it has no business meddling. I oppose the amendment, and I yield back the balance of my time. The Acting CHAIR. The question is on the amendment offered by the gentleman from New York (Mr. Bishop). The question was taken; and the Acting Chair announced that the noes appeared to have it.
