I would just like to point out very briefly to my colleague, Mr. Bishop, that institutions have always had the authority to do institutionally approved equivalency. It isn't something that we needed the Federal Government to give us. As a former assistant dean, I did that all the time, approved institutional equivalence to courses. We have always had that approval. We didn't need the Federal Government to write it into rules and regulations.
