Without a doubt, Senator Warner. And, quite honestly, there are some people today saying: If I have got to wait until next Congress, I have got to fold up. I am trying to find a place to live, and I am also trying to keep my business afloat. Absolutely, it gives them hope. And our failure to act doesn't.
