Mr. President, reserving the right to object. I wish to just touch briefly on what the distinguished Senator from Hawaii mentioned regarding vacancies. If you take a look at the average number of vacancies over the last 25 years or so, during every presidency, the average vacancy rate has been higher than it is in 2016. It is a natural part of the process that when judges move up to senior status, we are filling the vacancies. This goes up and down. This is not a crisis. It is no different than a situation the Senate has dealt with long before I got here. Mr. President, so that we can dispense with these matters and move back onto the legislation before us that can fund the VA, that can address the Zika crisis and do things that we need to do before we get out of town, I object.
