I do not think that S. 2155 was trying to do any favor to any bank. It was actually to do a favor to consumers, to do a favor to unserved and underserved areas to the people who actually need banking options that they do not have today.
Tillis defends S. 2155 as beneficial for consumers and underserved areas.
