In the event that the President directed the transfer of detainees from Guantanamo to the United States, in your professional legal judgment, would officers of the Department of the Army be at legal risk for a violation of the Anti-Deficiency Act if they were to execute a transfer of detainees from Guantanamo to the United States, contrary to the prohibition against use of appropriated funds for that exact purpose?
