This is an important issue, and I want to thank my colleagues who came together this morning to try to find an additional solution. I thank Senator Manchin, Senator King, and Senator Carper because they were willing to try to fix this problem. I am convinced that my good friend from Iowa is doing this in good faith, but now is the time to find a solution. It is not a year from now, it is not a month from now, it is not a week from now, it is today.
