“I would like to take this quick opportunity to thank my colleague Senator Mikulski for those kind words and, more importantly, for her passion on this issue. I thank the chairman and the ranking member for their help. But more importantly, I would like to thank the committee staff and personal staffs who have been over here for the last several days and late last night trying to work out amendments. I thank the Members who have been very accommodating to changes so we could get this bill up. I might take a personal privilege to say that part of this bill was done by a former staff member of mine, Celia Sims, and she is one proud woman today because of that being included in this bill and its passage.
