How could you not have passed this into law by now? I mean, this sounds like a panacea.
I am hoping that you will understand that my criticism comes from a place of concern because the communication efforts are a mess and have only made things worse.
My suggestion in the future is that when you guys huddle inside the COVID team, try to get the Administration to refrain from making these proclamations until we have got the product, until we know who we are negotiating with.
The Federal Government could use several mechanisms, including competitions with prize awards and grants.
